Unless you have that needed scan tool a mechanic visit would be needed here. If the stability control is not working correctly you could lose traction and not have the ABS brakes work correctly. In some cases the transmission wont shift correctly either, so its not something I would recommend putting off.

Reduced power's purpose is to slow the vehicle down and limp off the road before a failure occurs or a hung throttle.
